Objective 

The primary objective was to secure permanent planning permission for a large portfolio of vital telecommunications infrastructure to ensure continuity of service for Three Ireland customers and future-proof the network in line with national connectivity goals and the Telecommunications Antennae and Support Structures Guidelines, 1996.

● Policy Shift: Changes in national policy and local development plans since the original temporary permissions meant unique challenges for securing long-term approvals.

● Site Variation: The portfolio included a diverse range of structures, like lattice towers (15m–30m), monopoles, rooftop antennae, and facade-mounted equipment in both rural and urban settings.

● Evolving Contexts: Retention applications had to consider changes in visual impact, context, and planning sensibilities as landscapes and urban environments evolved over time

Entrust Services deployed a systematic and tailored planning strategy for each site, including:

● Comprehensive site surveys to assess current visual and environmental impacts.

● Detailed planning drawings and visual analysis prepared by our in-house technical team.

● Case-by-case policy assessment and justification reports aligned with evolving planning frameworks.

● Proactive engagement with local authorities to anticipate concerns and provide evidence-based responses.

Notable case studies from the programme include:

● Balbriggan, Co. Dublin – a 30m urban lattice mast granted full permission.

● Phibsborough, Dublin – successful rooftop retention in a dense, heritage-sensitive location.

● Knockadoobrusna, Co. Roscommon – a 26m lattice structure approved in a rural setting 2km from Boyle.

Results 

Between 2021 and 2023, Entrust Services successfully acquired planning permission for all 39 telecommunications retention sites nationwide, achieving a 100% approval rate with multiple planning authorities. This outcome ensured uninterrupted service delivery for Three Ireland’s customers and reinforced critical mobile infrastructure aligned with national broadband and connectivity objectives.
